He demanded for promotion of Iran's scientific advances in a way that anti religious propagandas are foiled. Senior cleric called scientific promotions as a way to promote Islam and a symbol that Islam motivates scientific advancement. He referred to Islamic Revolution of Iran and the advances made in the post revolution Iran and expressed regret that the developments in cultural aspect have not been satisfactory. Ayatollah Makarem counted seminary and university as two centers which play an important role in solving the cultural problem of the country. This is while only five participant economists cited the European debt crisis as the biggest risk to the US economy. On December 31, 2011, Washington imposed a new round of sanctions on Iran's financial and energy sectors seeking to penalize other countries for importing Iranian crude or doing business with its central bank. The EU followed suit by imposing similar sanctions on January 23, banning member states from importing crude oil from Iran or dealing with the country’s central bank. Iran's decision to impose countersanctions on the European countries, including halting oil exports to six European countries, has led to a hike in global oil prices, pushing gasoline prices in the US and the UK to record highs. The rising gasoline prices have become a major issue in the US presidential election campaign. Tehran has so far halted oil exports to France, Britain, Greece and Germany and is also considering halting crude sales to Italy. The Iranian intelligence forces said the move followed a series of sophisticated operations in several Iranian provinces along the borders and also in the Central country. "…the complicated and months-long measures and moves made by the Iranian intelligence forces to identify the devils led to the discovery of the Zionists' regional command center in one of the regional countries and discovering the identity of the agents active in that command center", the statement added. The statement also mentioned that the successful operation of the Iranian intelligence forces could foil several terrorist attacks in Iran in coming days since "a number of operating cells of this terror network were arrested as they were preparing for new terrorist operations". The ministry also said that it has discovered and seized large caches of ammunition, weapons and military and telecommunication tools and equipment in the operation. Iran's Army and IRGC hold regular wargames to practice combat tactics and also test new home-made military tools, equipment and weapons in action. In the most recent case, the IRGC ground force held military drills, codenamed as Hamiyan-e Vellayat (Supporters of Religious Leadership), in Jahrom general zone, in Iran's Southern province of Fars earlier this year. Commander of Khatom ol-Anbia Air Defense Base Brigadier General Farzad Esmayeeli announced after the wargames that Iranian Army and IRGC reviewed their latest air defense tactics during the drills. On the first day of the exercises, the air defense units of the Iranian Armed Forces under the command of Khatam ol-Anbia base managed to detect and identify invading aircraft and started confrontation with enemy warplanes using air defense systems and Scramble and CAP air defense planes. During the second day of the drills, Iran's air defense force assessed the preparedness and performance of its air defense artillery and mid-range missile systems against low-altitude aerial threats. The drills were staged by the air defense units of the Iranian Army and the Islamic Revolution Guards Corps (IRGC). Iran's air defense units assessed the performance and capabilities of different types of mobile and fixed radar systems on the third day of Sarallah military drills in Southern Iran. During the phases of the air defense wargames, different fixed and mobile radar systems which have been manufactured and upgraded by Iranian experts and are under the control of Iran's integrated air defense network were used. Kasta and NEBO radars as well as the Iran-made Kashef (Discoverer) and Matla ol-Fajr radars were used to detect and identify aerial threats. "No one has spoken about relations with the US," Firouzabadi said, adding, "One of the gentlemen (officials) has talked with reporters and reminisced about Imam (Khomeini)'s era, saying that he had given a letter to Imam in this regard (talks with the US) and Imam had rejected it." Reiterating that Rafsanjani's proposal belonged to the past and to Imam Khomeini's era over two decades ago, Firouzabadi added, "Imam disagreed with that proposal of Mr. Hashemi Rafsanjani and didn't act upon it; also after Imam's era this view (talks with the US) has never been approved by the Supreme National Security Council (SNSC) and Supreme Leader of the Islamic Revolution (Ayatollah Seyed Ali Khamenei) and has never been on the Islamic Republic's agenda." Firouzabadi stressed that the Supreme Leader is the only authority vested with the power of decision-making in this regard and the Leader has not yet taken any decision on holding talks with the US. "The US is moving heaven and earth to open the way of negotiations with Iran," he said, implying that Iran has the upper-hand when it comes to issues involving the US The United States and Iran broke diplomatic relations in April 1980, after Iranian students seized the United States' espionage center at its embassy in Tehran. The two countries have had tense relations ever since, but have shown willingness to attend talks to help resolve regional issues, including security in Iraq. Yet, the two countries have avoided talks on bilateral issues for the last thirty years. Obama White House in March 2009 tried to offer a so-called olive branch to Iran and repair strained ties of nearly three decades. Tehran, meanwhile, said it would only consider the promise after seeing practical changes in the US policies. But Obama in a sudden change of policy threatened to use nuclear weapons against Iran.
